PARAPHRASE TELEGRAM from the Secretary of State for
the Colonies to the Governor of Hong Kong.
(Sent 10.35 p.m. 25th March, 1926).
SECRET
Canton Situation. Suggested organisation of international counter boycott. His Majesty's Government have now examined this question fully from
every aspect and have been confirmed in the view
expressed in my telegram of 4th March that there is no present alternative to a policy of peace and moderation.
That there would be no prospect of securing the collaboration in any such measures not merely of all the interested Powers but even of the more important of them has been clearly demonstrated by the
at titude of the Powers over the recent Customs
Incident at Canton.
His Majesty's Government were compelled in the circumstances to regard as equally impracticable
